On October 14, 2021, the Legal Affairs Committee of the Nairobi County Assembly summoned former Speaker Beatrice Elachi to answer allegations of fraudulent employment practices at City Hall.

Elachi was expected to appear before the committee to explain how 28 workers were promoted during her tenure as speaker, but she failed to show up.

The committee, led by Hon. Joseph Komu, is investigating the promotion of 28 workers without following the required procedures.

According to Komu, the committee gave Elachi an opportunity to explain herself, but she declined. The committee will proceed with the investigation and provide a detailed report at the end.

"The purpose of inviting former Speaker Beatrice Elachi was not to humiliate her, but to shed light on the matter. It was an opportunity for her to clear her name and explain her decision through the law," said Komu.

Acting Clerk Adaah Onyango appeared before the committee and defended herself, stating that the promotion process had several irregularities and that the Salary and Remuneration Commission was not involved.

"This process was not in conformity with the law and was conducted in an irregular manner. I advise the committee to thoroughly scrutinize the documents we have presented and make a recommendation that will benefit this county assembly," said Onyango.
