Former IEBC CEO Ezra Chiloba Appointed as Communication Authority Director General

On September 28, 2021, Ezra Chiloba, a former CEO of the Independent Electoral and Boundaries Commission (IEBC), was appointed as the new Director-General of the Communication Authority (CA), replacing Francis Wangusi whose second and final term ended in 2019.

CA board chairperson Kembi Gatura stated that Chiloba's appointment followed a competitive recruitment process to fill the position left vacant with the retirement of the former DG.

Chiloba's contract will be renewable for a period of four years.

Before his appointment, Chiloba served as a member of the Youth Enterprise Development Fund (YEDF) board and was the CEO of the IEBC until 2018 when he was fired.

Chiloba was found culpable of charges arising from internal audit reports on major procurement during the 2017 General Elections and the repeat Presidential Elections.

IEBC Chairman Wafula Chebukati stated that Chiloba's gross misconduct, breach, and violations of the Commission's Human Resource and Administration policies led to his termination.

Chiloba, however, claimed that the decision to terminate his contract was 'pre-determined' and that the disciplinary committee process was a 'mere formality.'
