On July 4, 2019, a preliminary Audit Report revealed that Nyamira county government had lost millions of shillings due to illegal promotions done by a syndicate in the system.
According to the report, senior officers, including chief officers, directors, administration officers, procurement officers, and junior staff, were among the beneficiaries of the illegal promotions.
Weekly Citizen investigations found that the middle class beneficiaries bribed up to Sh300,000 to be promoted from a junior job group to a senior job group, with many women using sex to influence their promotions.
Confirming the illegal promotions, Nyamira county deputy governor Amos Nyaribo termed the payroll as rotten, saying it had been messed up in all manner of ways.
Deputy Governor Nyaribo promised to investigate allegations of bribes demanded by an officer, Grace Agolla, who was accused of defending bribes to protect jobs.
The head of the county public service, Eric Onchana, also confirmed the illegal promotions, stating that the officers illegally promoted had been earning salaries in their new scales from the last one year.
Onchana cited a case where one officer was promoted from job group (N) to job group (S) within one year.
