On September 1, 2021, Interior CS Fred Matiang'i appeared before the National Assembly departmental committee, revealing a list of Deputy President William Ruto's properties and the number of security officers each had.

Among the properties listed was the DP's Dolphine Hotel in Shanzu, Mombasa County, which was disclosed to be guarded by a contingent of six officers.

The hotel, which sits on a 10-acre parcel of land, is estimated to have around 600 guest rooms and is located near Flamingo Pride Inn resort.

During its construction from 2016 to 2018 by Avco Agencies, the DP is estimated to have forked out around Ksh 600 million.

However, the construction was halted by the county government after residents complained that the contractor was dumping debris on a public beach.

Despite the initial setback, the contractor continued with the construction, and the National Environment Management Authority (NEMA) later gave the hotel's management a green light to continue with the construction after the contractor removed sand from the beach.
