On August 30, 2021, Kenya's Ministry of Health issued a directive prohibiting the issuance of COVID-19 vaccines outside the government's framework.

According to Health Cabinet Secretary Mutahi Kagwe, vaccines should only be administered at health facilities designated by the ministry and by registered healthcare providers.

CS Kagwe emphasized that the distribution of COVID-19 vaccines is solely being conducted by the Ministry of Health in collaboration with counties to ensure safety and effectiveness, given the stringent storage requirements.

He also warned that health facilities charging for COVID-19 vaccination would be deregistered by the Kenya Medical and Dentist Board.

“No vaccination should take place outside the Ministry of Health designated vaccination approved sites. If there are any outreaches to be conducted, they must be carried out from the designated vaccination posts. This applied to both public and private facilities,” said Kagwe.
