On July 23, 2021, a group of MPs allied to Deputy President William Ruto held a press conference in Parliament, where they accused the government of a plot to instigate violence and rig the 2022 General Election.

The MPs, including Senators Susan Kihika and Aaron Cheruiyot, as well as MPs Kimani Ichung'wah and David Sankok, claimed that a 'cabal' operating in the Office of the President had infiltrated the National Police Service and was using it to pursue a political agenda.

They alleged that some government officers were pursuing unlawful, irregular, and unconstitutional means to terrorize Kenyans ahead of the 2022 General Election.

The legislators pointed accusing fingers at Interior Principal Secretary Karanja Kibicho, whom they claimed was masterminding the plot through his deputy Moffat Kangi and directing Inspector General of Police Hilary Mutyambai to establish a guide to arm chiefs and sub-chiefs.

The MPs claimed to be in possession of a letter by Dr. Kibicho to Mr. Kangi, and said that the sub-committee had held its first meeting on July 7, 2021, and had discussed the plan in the last meeting of regional and county commissioners at the Kenya School of Government a month ago.
