On July 12, 2021, Tanzanian constitutional reformist judge Joseph Warioba appeared on a TV talk show, calling for President Samia Suluhu Hassan's government to implement changes in the law.
According to Judge Warioba, a new constitution is essential, as the draft constitution prepared by the presidential Constitutional Reform Commission in 2014, which he chaired, reflected the citizens' views and recommendations on how the nation should be governed.
He praised the current administration's adoption of dialogue, citing the recent presidential meetings with various groups, including elders in Dar es Salaam, women in Dodoma, and the youth in Mwanza, as well as the private sector.
Judge Warioba also highlighted the government's efforts to combat corruption, indiscipline, and lawlessness, which were covered in the constitution draft.
He emphasized that the constitutional will of the citizens should not be ignored, and that a three-tier government, recommended by the citizens of Zanzibar, should be considered to avert friction between the Union government and the semi-autonomous archipelago.
