Published on July 13, 2021, Harriett Igonanga, a candidate vying for the IEBC commission slot, has proposed the adoption of standard operating procedures to track the performance of various systems in the electoral commission.
Speaking during her interview, Igonanga emphasized the need for performance metrics to track the conduct of IEBC staff and the political class. She suggested that the commission should demonstrate that any breach of law is punishable.
"At the end of every election cycle, we should be able to track the conduct of each and every electoral staff and the political class," Igonanga told the interviewing panel.
She also proposed the creation of an IEBC fund and lobbied for Parliament to provide sufficient funding for the commission. Igonanga further suggested that she would reach out to donors to support the commission's activities and ensure that the staff are well-trained.
Another candidate, Francis Wanderi, who appeared before the panel, proposed measures to address voter apathy and electoral fraud. He suggested engaging all government agencies to effectively address voter apathy and enforcing voter bribery through partnership with security agencies, the Ministry of Interior, and the Judiciary.
Wanderi identified network issues as the main technology failure that hindered the transmission of election results during the previous election. He proposed measures to reduce voter suppression, including negotiating with the registrar of voters to get manpower and register voters simultaneously.
