On July 10, 2021, Phanice Chemutai Juma, a woman from a rural area, was shot by a licenced gun holder and businessman, Ken Muyundo, in Kitale, Kenya. She had been mistaken for wanted police officer Caroline Kangogo.

Chemutai was in Kitale to obtain her sister's birth certificate, but she was unable to get it in good time. She then booked a room in a local hotel.

As she was going to her room, Muyundo stopped her and asked for her number, which she provided. He then kept calling her, prompting her to ask the caretaker to accompany her outside the gate where he was.

"He bribed the caretaker with Ksh1,000 and told her to go, leaving me alone with him," Chemutai stated. At this point, they were both in the car, and it was then that Chemutai was shot, prompting her to scream for help.

Police officers came to her aid and rushed her to the hospital. A police report recorded at Kiminini Police Station, under OB 26/8/7/2021, indicates that the woman had allegedly pestered the businessman with multiple calls to meet, which made him suspect she was Kangogo.

However, Chemutai's account contradicts the police report. She stated that Muyundo had lured her to his car and shot her, leaving her for dead.
