On July 8, 2021, a power struggle within Nairobi County's inspectorate department came to a head, with four top officers being redeployed to the Commerce and Tourism department.

The affected officers include Inspectorate Director Benjamin Omondi, Deputy Director Joseph Kipsang, Assistant Director Caroline Wairimu Njuguna, and Assistant Director Tom Seme.

The redeployment was ordered by Acting County Secretary Jairus Musumba in a letter citing Article 72 of the County Government Act 2012.

According to sources, the move was sparked by perennial fights between Chief Officer Security and Compliance Mark Leleruk and his juniors over interests.

‘‘He first refused to let Omondi assume that office and it took intervention of Raila Odinga and General Badi to have him take office, after that moment Leleruk has been so bitter with the four officers let us remind him that he is not an employee of Nairobi city county government,” a source said.

County Union boss Festus Ngari has announced plans to challenge the decision in court.
