APSEA Opposes Certified Managers Bill 2021

On July 2, 2021, the Association of Professional Societies in East Africa (APSEA) expressed its opposition to the Certified Managers Bill 2021, which aimed to establish the Institute of Certified Managers (ICM) to accredit managers.

The umbrella body urged the National Assembly to reject the bill until a proper engagement is undertaken with relevant stakeholders.

According to Felix Okatch, APSEA's chairman, the proposal lacks a basis for classifying employees as Certified Managers, as management is not a profession that can be certified on its own.

Okatch emphasized that the proposal is ambiguous and lacks a certification system, stating, 'A manager is not a profession on its own to be certified because it falls in the professions that are already available.'

APSEA is concerned that if the bill is passed, it would jeopardize the position of its member professional associations.

The association is now calling for clarification on the professions to be certified by ICM, as there is no specific examinations body for all associations.
