Trans Nzoia County Assembly Demands Transparency on Pending Bills

On July 2, 2021, the Trans Nzoia County Assembly declined to pass the 2021-2022 Appropriation Bill, citing the need for proper furnishing of expenditure details by the executive.

According to Budget and Appropriations Committee chair David Kisaka, there were numerous pending bills that the assembly could no longer pass without clearing. The assembly had approved the Sh8.44 billion 2021-2022 budget estimates, with the lion's share going to the health and agriculture departments.

The proposed budget allocations were as follows: Sh670 million for agriculture, Sh643 million for health, Sh524 million for Public Works, Roads and Infrastructure, Sh256 million for Gender, Sports, Culture, and Tourism, Sh243 million for Water, Environment and Natural Resources, and Sh176 million for Education and ICT.

MCAs demanded a detailed explanation from the executive on the laid down framework of dealing with the pending bills, including the controversial referral hospital facility, proposed county stadium, and modern bus park and business centre.

Lawrence Mokosu, the Budget Implementation Committee chair, emphasized the need for transparency, stating, “For the previous financial year, the executive should upload all the ward-specific projects. They should not cite time as a hindrance factor. We want to go and see the referral, business centre and the stadium.”

The assembly has given the executive a 14-day ultimatum to submit essential information regarding all pending bills and how they intend to accomplish them.
