On June 30, 2021, the Ethics and Anti-Corruption Commission (EACC) summoned Nairobi County Chief Finance Officer Halkano Waqo over allegations of irregular tendering of food supplies at City Hall.
According to a letter from the EACC, Waqo was required to appear at Integrity Centre for questioning on the matter.
‘The commission is undertaking investigations into allegations of irregular award of tenders by Nairobi City County Government for supply and delivery of food and non-food items for disaster emergencies to mitigate the effects of Covid-19 pandemic to 127,500 households in informal settlements within the Nairobi County…’
The letter also stated that the commission would be investigating the payment of millions of shillings to companies linked to Members of County Assembly (MCAs) or their proxies.
As reported by the EACC, the companies that received payments include Tsuma Trading Company Limited (Sh82.6 million), Flexilease Limited (Sh89 million), Msafiri Feeds Limited (Sh39 million), Throughout General Supplies Limited (Sh17.7 million), Asmara Ventures Limited (Sh27 million), Capital Waste Management Limited (Sh10 million), and Daasanach Construction Limited (Sh9 million).
Makongeni MCA Peter Imwatok had written to the EACC claiming that the supply and payment of food was illegal and could result in millions of shillings being lost.
‘It is absurd that the taxpayers’ money amounting to millions shall be paid to companies belonging to Members of County Assembly or their proxies for services or goods that were never supplied,’ Imwatok said.
