On June 18, 2021, a dusk-to-dawn curfew was imposed in Kisumu, with the rest of the country under a 10:00 pm to 4:00 am curfew. The affected counties included Busia, Vihiga, Kisii, Nyamira, Kakamega, Kericho, Bomet, Bungoma, Trans-Nzoia, Kisumu, Siaya, Homa-Bay, and Migori.
However, in a brazen move, five individuals, including two area chiefs, set up an illegal roadblock in Kisumu, contrary to guidelines issued by the Inspector General of Police. The roadblock was reportedly manned by armed vigilantes who were extorting money from members of the public during curfew hours.
Nyanza Regional Police Commissioner Karanja Muiruri was among those stopped at the illegal roadblock. In a clever move, Commissioner Muiruri used a civilian number plate vehicle to set a trap for the administrators as he approached the roadblock.
After being harassed and solicited for funds, Commissioner Muiruri identified himself and called for backup. Junior officers reported to the Kajulu Mamboleo roadblock, where the five were arrested and booked at the Kondele Police Station.
According to the Inspector General of Police, Hillary Mutyambai, roadblocks serve their purpose when motorists are not aware of where and when they will be set up. However, publishing the roadblocks would defeat their purpose, as they are set up on a need basis for security purposes, including deterring illegal trafficking and various offenses.
