On May 7, 2021, Education CS George Magoha confirmed that schools would resume on May 10, 2021, but with a notable exception: Grade 4 learners would remain home until July 26, 2021.

According to the CS, Grade 4 learners would join their peers in the new academic year on July 26, 2021. The affected students include those in PP1, PP2, Grade 1, Grade 2, and Grade 3, as well as Standard 5, Standard 6, and Standard 7, and Form 1, Form 2, and Form 3.

Speaking at Starehe Boys Centre, Magoha warned school administrators against seeking to collect school fees from Grade 4 parents, stating that he would revoke their licenses if they did so.

Magoha expressed his disapproval of institutions that had already sent out fee guidelines for Grade 4 pupils, saying, 'go create your own country, your own guidelines and your own education system.'
