Senate Fails to Approve Revenue Sharing Formula for Seventh Time

On August 4, 2020, the Senate in Kenya failed to approve the contentious third generation basis formula on revenue sharing among counties for the seventh time.

Senator Kipchumba Murkomen's adjournment motion was passed with 34 Senators voting in favor and 26 voting against, while Busia Senator Amos Wako abstained.

Elgeyo Marakwet Senator Murkomen and Mombasa Senator Mohammed Fakii appealed for the Senate to adjourn to give dialogue another chance, citing the need for a consensus that would minimize losses for counties that would be affected by the formula.

“For us to appreciate this kind of conversation, I’m requesting my colleagues let’s give dialogue one more chance. Let’s adjourn this motion for us to have a conversation on how to find a way forward that can unite all of us,” Murkomen urged.

However, Senate Majority Whip Irungu Kang’ata and other Senators opposed the motion, arguing that adjourning the debate would not lead to a solution.

At least 19 counties would have lost billions of shillings in budgetary allocations with Mandera county set to be the biggest casualty losing Sh2 billion.
