Interior Cabinet Secretary Fred Matiang'i has announced that the government plans to introduce instant fines for petty traffic offenders by December. The move is part of the government's efforts to digitize police operations and improve transparency and accountability within the force.

Speaking at the launch of the digital Occurrence Book for the National Police Service at the Buruburu Police Station in Nairobi, Matiang'i said that the system will enable police officers to log in complaints and incidents using tablets, reducing the need for paperwork and increasing efficiency.

The digital Occurrence Book is part of the Utumishi project, which aims to automate police operations and investigations. The system will bring together all databases, including the National Transport and Safety Authority, crime management, and motor vehicle inspection, to improve data sharing and collaboration between agencies.

According to Matiang'i, the system will also enable police officers to access information on duty rosters, administration, and police operations, including operations, desks, and investigations. The system will also indicate the qualification of all police officers in service in a particular station, as well as officers on duty, on leave, and assigned duties.

Director of Public Prosecutions Noordin Haji praised the launch of the Utumishi project, saying that it will guarantee information filing and possible availability of cases for prosecution. ICT CS Joe Mucheru added that digitization of the country is changing the way services are delivered, and that the infrastructure is secure.

Inspector-General of Police Hilary Mutyambai, DCI boss George Kinoti, and top ICT officials were also present at the launch.
