On May 30th, 2020, NTV reported that four staff members at Afya House, the Ministry of Health headquarters, had refused to be reassigned as part of a raft of measures to 'rid the Afya House' of cartels.

The four staff members, Morekwa Moranga, Hezekiel Chepkwony, Pius Wanjala, and Fridah Govedi, were among 30 staff members reportedly moved from Afya House on May 13th, 2020.

However, the four staff members refused to be transferred, sparking concerns about their continued involvement in the ministry's operations.

According to a brief published in a local newspaper, CS Mutahi Kagwe was summoned by a prominent businessman and given a 'dress-down' for his anti-corruption stance.

Kagwe was reportedly ordered to back down on his anti-corruption efforts and to instruct the Ethics and Anti-Corruption Commission (EACC) to go slow on Afya House cartels.

The controversy surrounding the COVID-19 cartels has been extensively covered, with allegations of corruption and diversion of medical supplies worth over sh7 billion.
