On July 26, 2020, a Nairobi Anti-corruption court granted the Ethics and Anti-corruption Commission (EACC) orders to freeze the bank accounts of Treasury deputy director of external resources Charles Muia Mutiso.
The court's decision was made after the EACC presented evidence that Mutiso had accumulated assets disproportionate to his known legitimate sources of income.
According to the court, Mutiso was employed at the National Treasury and Planning as senior assistant director external resources since July 16, 2014, and was promoted to deputy director external resources on August 1, 2019.
Between April 1, 2015, and April 30, 2020, Mutiso allegedly received credit amounting to Sh 41,825,570 through four bank accounts.
The court heard that Mutiso had a total of Sh 25,841,969 in his bank accounts, including Sh 2 million in his Cooperative bank account, Sh 20,192,637 in his Absa bank account, and Sh 3,249,300 in his KCB bank account.
Investigations revealed that Mutiso's monthly net salary was Sh 144,675.60, and his average net salary between April 1, 2015, and April 30, 2020, was Sh 118,691.17.
