Chaos erupted at the Nandi County Assembly on July 19, 2020, during a special sitting convened by Speaker Joshua Kiptoo.

A video of the incident showed MCAs banging tables and jeering at each other as the speaker struggled to maintain order.

The MCAs were at odds over the chairperson of an ad-hoc committee tasked with investigating the delay of a World Bank-funded project.

The project, which had stalled for two years, was part of the Kenya Urban Support Programme and included non-motorised transport, streetlighting, fabricated kiosks, and waste management.

Chairman of the ad-hoc committee, Kipkirui Chepkwony, denied allegations that the committee's report had been doctored, saying 'there is nowhere in this country that anybody has ever been judged or investigated based on an accusation without facing the accuser.'

However, Kapsabet MCA Fredrick Kikemboi dared committee members to resign if they could no longer execute their duties effectively.

The ad-hoc committee was established on June 2, 2020, to investigate the delays in implementation of the projects.
