On July 17, 2020, a High Court judge's ruling sparked a heated debate over the roles of Kenya's Directorate of Criminal Investigations (DCI) and the Office of Public Prosecution (ODDP) in prosecuting crimes.
According to the ruling by Judge George Odunga, the DCI had overstepped its mandate in a graft case against National Water Harvesting and Storage Authority boss Geoffrey Sang.
The DCI's boss, George Kinoti, had attempted to proceed with the case despite Sang's challenge that the DCI had no authority to prosecute him, as the responsibility lies with the Director of Public Prosecutions (DPP) Noordin Haji.
Odunga's ruling highlighted the frosty relationship between Haji and Kinoti, despite their public claims of a harmonious working relationship.
