On July 17, 2020, Machakos Governor Dr. Alfred Mutua made headlines by suspending one of his ministers in a Cabinet reshuffle.

County Administration and Decentralised Units CEC Titus Kavila was suspended for two months in an unprecedented move, marking a new record for the governor's ruthlessness.

As part of the changes, the county boss also issued a warning letter to the Economic Planning and External Resources Mobilization Chief Officer, Romana Mwende.

The troubles for Kavila began in March 2020, when the governor read the riot act to his ministers, accusing some of laziness and warning that his administration would not tolerate the habit.

“Government decisions and executive directives must be obeyed and carried out to the letter. Altering them to fit one’s personal agenda or self-serving interpretation will not be tolerated,” Mutua stated at the time.

Other changes included moving Trade Industrialization and Innovation CEC Francis Mwaka to the Tourism, Youth, Sports and Culture docket, with Lazarus Kivuva taking over the slot.

Roads, Transport and Public Works CEC Morris Omuyoma was moved to the Water, Irrigation, Environment and Natural Resources docket, with Naomi Mutie replacing him at the Roads docket.

Ruth Nduku, previously in charge of the Tourism docket, was transferred to the Education, Skills Training and Social Welfare docket.
