EAC Budget Impasse: Ngoga Speaks on Pending MPs' Salaries and Allowances

On July 17, 2020, EALA Speaker Martin Ngoga spoke with Luke Anami about the EAC budget impasse and pending salaries and allowances for MPs.

Ngoga explained that there are pending claims by members due to non-remittances by partner states, as well as the Assembly's failure to spend more than 65% of its budget, which has caused outstanding claims.

Regarding the payment of daily subsistence allowance, Ngoga stated that there is no contention between the EAC Secretary-General and MPs, as allowances and other entitlements for MPs are defined in the relevant regulations and decisions of the Summit.

Ngoga also addressed the issue of the 2020/21 budgetary estimates, which were demanded by Abdikadir Aden, chairman of the general-purpose budget committee, on June 29. Ngoga stated that the office has not yet received the estimates but is expecting them by July 15, which is the last day of extension granted for late submission.

Ngoga also commented on the Secretary-General's claim that he presented the budget estimates to the House, which was denied by the Council of Ministers during a virtual EALA session. Ngoga stated that there was no presentation of budget estimates but a request for a vote on account.
