On July 15, 2020, the Higher Education Loans Board (HELB) made a significant move to ease the burden on job seekers by waiving the Ksh1,000 fee for non-beneficiaries seeking compliance certificates.
According to HELB CEO Charles Ringera, the decision was made after repeated feedback from stakeholders that the fee was perceived as punitive, especially for the many unemployed youth who did not benefit from student loans.
“However, during various stakeholder engagements where HELB seeks feedback on Citizen Service Delivery, it has repeatedly come to our attention that the charges for non-loanee compliance certificate are perceived to be punitive, especially to the many unemployed youth who did not benefit from the student loans”, said Ringera.
As a result, HELB has stopped charging Ksh1,000 for the issuance of the Compliance Certificate, making it free of charge for all applicants. The certificates can be accessed from the HELB Website (www.helb.co.ke) as well as the E-Citizen Portal.
Mr. Ringera emphasized that the move is aimed at motivating Kenyan youth to seek jobs and opportunities to contribute towards nation-building, as well as creating goodwill and promotion of HELB products among Kenyans.
The HELB Compliance Certificate is a requirement for individuals applying for public jobs, as per Chapter VI of the Constitution of Kenya, 2010. The certificate enables institutions to assess individuals in areas such as creditworthiness, social responsibility, and integrity.
