On July 15, 2020, the Kirinyaga County Assembly dealt a significant blow to Governor Anne Waiguru's administration by rejecting her 2020/2021 budget worth Ksh.5.6 billion.

The budget rejection was a result of the assembly's dissatisfaction with the governor's failure to provide sufficient information on the location of all projects in the budget, as required by Article 201 of the Constitution.

Speaking outside the assembly, Baragwi Ward Representative David Mathenge stated that Waiguru's administration failed to provide the necessary information, leading to the rejection of the budget.

Waiguru had urged the Members of County Assembly (MCAs) to reconsider her proposals and 'put the people of Kirinyaga first.' However, a defiant 25 out of 35 MCAs voted to reject the memorandum.

The assembly Majority Leader, James Kamau Murango, dared Governor Waiguru to take the Assembly to court, stating that they are still collecting signatures to dissolve the Waiguru-led government.
