As I prepare to leave Kenya, I am reminded of the importance of strong institutions in driving a country's progress. During my tenure as Ambassador of Switzerland to Kenya, I had the privilege of witnessing firsthand the impact of robust institutions on the country's development.

One of the highlights of my time in Kenya was the visit of the President of the Swiss Confederation, Alain Berset, in 2018. The Kenyan government and administration did an outstanding job in organizing the visit, showcasing the country's ability to host high-profile events.

However, I was disappointed to see that the second crop of governors, elected in 2017, failed to build on the good work started by their predecessors. Instead of completing partially finished projects, some new governors invested in their own initiatives, ignoring the progress made by their rivals.

This lack of institutional thinking in the counties is a concern, as it hinders the country's ability to move forward. Strong institutions, such as the executive arm of government and the media, are essential for a country's progress.

As Ambassador, I worked to contribute to institution building within devolution, helping to establish and strengthen the Frontier Counties Development Council (FCDC). The FCDC is a 'regional bloc' of 10 northern counties, which has faced historical neglect and development challenges.

Investing in the strengthening of independent institutions is critical for Kenya's development. I wish the Kenyan people well in their efforts to continue with national building, which always begins with institution building.

— Dr. Ralf Heckner, Ambassador of Switzerland to Kenya
