On June 6, 2020, a matter was reported at Mowlem Police Post involving the alleged defilement of a 16-year-old girl by a Kenya Defence Forces soldier.

Despite efforts by Constable Daniel Toya of Dandora Police Station to arrest the soldier, Private Abednego Motanya Mauti, the officer has been unable to locate him.

On June 25, 2020, Toya wrote to the Ministry of Defence, and on June 29, 2020, he visited the Department of Defence (DoD) Headquarters, seeking assistance in apprehending the soldier.

However, the DoD referred him to Embakasi Garrison, where the military police are based, but Toya did not receive any help there either.

On July 13, 2020, Makadara chief magistrate Heston Nyaga issued an order for the officer in charge of Kenya Defence Forces' Kahawa barracks to arrest and present Private Mauti before the court on July 27, 2020.
