On June 21, 2020, Raila Odinga quietly left Kenya for Dubai, sparking speculation about his whereabouts. His brother, Oburu Oginga, later revealed that Raila had undergone a minor surgery at a German hospital in Dubai.

On July 9, 2020, Raila tweeted that he had received a visit from Mombasa Governor Ali Hassan Joho and Suna East MP Junet Mohamed, who had flown to Dubai on a private jet.

The private jet, an Airbus A318-112(CJ)Elite, belonged to Constellation Aviation Airline and cost Ksh 1.3 million per hour to hire. For the five-hour trip to Dubai, it cost Kenya almost Ksh 6.5 million.

According to reports, the money was sourced from taxpayers' coffers allocated to the Office of the President.

On July 7, 2020, Raila's daughter, Winnie Odinga, posted a video clip on Twitter showing her father saying he felt 'very strong and rejuvenated' after his surgery.

His son, Raila Junior, also confirmed that his father was recovering well outside the country.
