July 8, 2020 - Thika, Kenya: The principal of Chania Girls High School and two other officials have been charged with failure to comply with procurement rules over the purchase of school computers.
Monica Nduku Kimei, the principal, Robert Mwangi Njoroge, and Monica Wangeci Maina, the bursar, appeared before Thika Chief Magistrate court Julius Nangeya and pleaded not guilty to the charges.
Prosecution accused Nduku of willfully failing to comply with the law relating to procurement by failing to issue a notice of termination to bidders who submitted bids for the supply of computer accessories in 2016.
Additionally, Nduku was accused of making a false minutes of a procurement meeting in 2015, purporting it to be genuine minutes for the procurement committee.
Robert Mwangi Njoroge is accused of corruptly giving a benefit of Kshs.5,200.00 to the school bursar, Monica Wangeci Maina, as a reward for facilitating payment of computers and accessories worth Kshs403,100.00 delivered to the school.
Wangeci is charged with corruptly receiving a benefit of Kshs.5,200.00 from Njoroge as a reward for facilitating payment for computers and computer accessories.
Njoroge is also accused of giving a bribe of Kshs 5,000 and Kshs. 3,100.00 to Shadrack Keli Mutinda, the school's computer studies teacher, as a reward for facilitating payment for computers and accessories.
Mutinda is also charged with receiving the said bribe from Njoroge.
The four officials were released on a bond of Kshs.300,000 or alternatively cash bail Kshs 200,000, while Mutinda was ordered to pay cash bail of Ksh.100,000.
The case will be mentioned on July 21 for further directions.
