Nairobi MCA Faces Disciplinary Action for Streaming Assembly Proceedings on Facebook

On June 2, 2020, Nairobi County Assembly proceedings were live-streamed on Facebook by Imara Daima MCA Kennedy Obuya, sparking a controversy that could lead to disciplinary action.

Assembly Speaker Beatrice Elachi accused Obuya of violating assembly rules by streaming the proceedings without adhering to the provisions of the assembly's Standing Order 235.

Elachi pointed out that Standing Order 235 only allows for broadcasting of House proceedings subject to the rules set out in the First Schedule to the Standing Orders, which includes a provision that no camera or other recording or broadcasting equipment shall be allowed in the Assembly without authorisation.

Elachi emphasized that the move was not meant to gag anyone and that live broadcasting has its challenges, including raising emotions or threatening the privileges of the House.

As a result, the Powers and Privileges committee has been tasked with investigating the matter, with stern action to be taken against anyone who breaches the Standing Orders going forward.
