On June 2, 2020, Nairobi's Imara Daima MCA, Kennedy Obuya, made headlines for live streaming assembly proceedings on Facebook, a move that could land him in trouble.
According to Assembly Speaker Beatrice Elachi, Obuya's actions contravened the assembly's Standing Order 235, which requires the Powers and Privileges committee to investigate such matters.
Elachi pointed out that Standing Order 235 only allows for broadcasting of House proceedings subject to specific rules, and that rule No. 6 of the First Schedule prohibits the use of cameras or recording equipment in the Assembly without authorization.
She emphasized that the rules are in place to protect the dignity of the House and prevent unauthorized broadcasting, which could compromise the assembly's control over its image.
As a result, Elachi warned that stern action will be taken against anyone who breaches the Standing Orders, stating that it is not meant to gag anyone but to maintain the assembly's privileges.
