Published on July 2, 2020, a report by the Nakuru County Public Accounts and Investment Committee (PAIC) has recommended that the Ethics and Anti-Corruption Commission (EACC) probe State House Comptroller Kinuthia Mbugua over the alleged misappropriation of Sh3.5 billion during his tenure as governor in the 2015/16 fiscal year.
The committee, chaired by Peter Kajwang, tabled the report following a review of the Auditor General's scrutiny of the county's financial statements. The report indicates that the county paid pending bills amounting to more than Sh1.5 billion to suppliers but provided no proof of the transactions.
According to the report, the county overstated the amount of pending accounts payable by over Sh27.7 million in June 2016. The wage bill also grew by Sh487.6 million to Sh4.9 billion during the period, with part of the increase suspected to have been paid to ghost workers.
The committee's report reads in part: “EACC should investigate this to ascertain the authenticity of the amount paid.”
