Kirinyaga Governor Waiguru Slams MCAs Over Budget Amendments

July 1, 2020 - Kirinyaga Governor Anne Waiguru has fired back at the county's MCAs, accusing them of disregarding the law and attempting to settle political scores through budget amendments.

The governor's remarks come after the MCAs amended the 2020/2021 budget, reducing the executive's legal fees from Sh 60 million to Sh1 million and almost eliminating the Sh111 million allocated for the Office of County Secretary.

Ms Waiguru described the MCAs' actions as 'illegal' and 'selfish', stating that they have no powers to arbitrarily amend the budget.

'After losing their bid to impeach the governor, the MCAs have now disregarded the law and turned to the budget to hit back instead of putting the interests of the residents first,' she said in a statement.

The governor also accused the MCAs of violating the Public Finance Management Act of 2012 and the PFM (County Government) Regulations, 2015, by allocating themselves an additional Sh200 million.

She further stated that the MCAs have no powers to arbitrarily transfer funds from one vote to another, and that the estimates for the county executive and the county assembly are covered by the ceilings, which are contained in the County Allocation of Revenue Act (CARA).

Ms Waiguru called upon the MCAs to direct their efforts to issues that will benefit the residents who elected them and desist from issues that jeopardise development.
