On June 15, Cabinet Secretary for ICT Joe Mucheru announced that a Data Commissioner would be appointed within two weeks. Eight months after President Uhuru Kenyatta assented to the Data Protection Act on November 8, 2019, the office of the Data Commissioner is now a step closer to reality.
The Public Service Commission has shortlisted ten candidates for the position, including Communications Authority of Kenya interim director general Mercy Wanjau, IEBC director of voter registration and election operations Immaculate Kassait, and Kemu University deputy vice-chancellor David Gichoya.
Other shortlisted candidates are University of Nairobi Computer Science lecturer Brian Gichana, lawyer Anthony Akelo, Universal Services Advisory Council member Dr Kennedy Okong'o, and a former National Police Commission member Murshid Mohamed.
Additionally, the list includes Neural Networks in predicting quality metrics for component-based software systems engineer Dr Tobias Mbithi and the National Taskforce on Data Protection member John Walubengo.
The PSC will conduct hour-long interviews on July 7th, 2020, to select the best candidate for the position.
The Data Commissioner will oversee the implementation and enforcement of the Data Protection Act, establish and maintain a register of data controllers and data processors, and promote self-regulation among data controllers and data processors.
