KEBS Streamlines Standardization Mark Scheme for Easier Product Certification

As of July 1, 2020, the Kenya Bureau of Standards (KEBS) will issue Standardization Mark (SM) permits valid for two years, accessible electronically, and with a streamlined application process.

This revision aims to address logistical and administrative challenges, including delays in permit processing, which have led to lost business opportunities and shortages of goods.

According to Bernard Njiraini, KEBS Managing Director, the revised scheme will save time and cut costs associated with manual applications. Manufacturers will be able to apply and make payment for the SM Permit online, and the permit will be prepared and transmitted electronically.

KEBS will also issue guidelines for accepting test reports from accredited laboratories for product certification. The Standardization Mark (SM) permit is a mandatory requirement for placing goods in the Kenyan market, issued to manufacturers whose products comply with established standards.

Under the revised scheme, KEBS inspectors will conduct targeted and random market surveillance, factory inspections, and product sampling for laboratory tests throughout the two-year period.

Manufacturers will be required to maintain in-house testing and quality control records, which will serve as the basis for product certification and future permit renewal.

KEBS has also developed a guideline document for remote assessment activities to complement traditional on-site assessments during extraordinary events, such as the COVID-19 pandemic.

Currently, 14,400 valid SM permits have been issued to manufacturers by KEBS.
