On June 29, 2020, a dramatic scene unfolded at the Kitui County Assembly as lawyers representing Governor Charity Ngilu were forcefully ejected from the premises.
According to eyewitnesses, Martin Oloo, Morris Kimuli, and Stanley Kiima, the lawyers, were intercepted by orderlies as they attempted to respond to a summons requiring Governor Ngilu to appear before the assembly.
The Speaker, George Ndotto, had issued the summons on June 23, requiring the governor to appear in person or through a legal counsel to answer allegations in an impeachment motion.
However, Governor Ngilu's lawyers accused Speaker Ndotto and Assembly Clerk Elijah Mutambuki of being openly biased and acting with malice in their handling of the impeachment process.
They demanded that Governor Ngilu be furnished with a proper notice of motion that conforms with the assembly's Standing Orders and a list of at least two-thirds of MCAs who have signed the verification forms.
Ms Ngilu condemned the attack on her lawyers, accusing Speaker Ndotto of malice and pursuing a political vendetta against her.
She stated that the assembly grounds were not private premises for the Speaker to choose whom to admit, and that the 'political witch-hunt and conspiracy between the Speaker and Wiper MCAs to frustrate me through the impeachment motion' was evident in the manner in which Mr Ndotto was handling the issue.
