On June 26, 2020, the Senate select committee, chaired by Kakamega Senator Cleophas Malala, delivered its verdict on the impeachment motion against Kirinyaga Governor Anne Waiguru.
The committee found that the county assembly members who brought the charges against the governor failed to provide sufficient evidence to link her to the alleged corruption, abuse of office, and breach of procurement regulations.
According to the committee's report, the accusers did not provide clear evidence directly attaching the governor to the asserted corruption, abuse of office, and breach of procurement regulations.
"The Committee having investigated the matter in accordance with its mandate under section 33(4) of the County Governments Act and standing order 75(2) of the Senate Standing Orders reports to the Senate that it finds that the two Charges against the Governor have not been substantiated," the committee resolved.
The committee also stated that the accusers did not prove that Governor Waiguru was unable to deliver the State of the County Address to the assembly for the financial year 2018/2019.
Furthermore, the committee found that the accusers did not provide sufficient evidence to prove that the governor undermined the authority of the county assembly.
On the issue of tender mismanagement, the committee said that the tabled evidence was not enough to verify the claims and recommended that the DCI and EACC investigate further.
The committee also refuted claims that Governor Waiguru violated the rights to the health of the people of Kirinyaga but advised that the issue be tackled by the various organs of the county assembly.
