June 26, 2020 - Kirinyaga County has been at the center of a tender scandal, with Senator Cleophas Malala accusing the county government of mismanaging the tender process.
Malala, who was in charge of the Senate Committee that investigated the charges against Governor Anne Waiguru, said that the committee found evidence of clear mismanagement in the tender process.
"The committee notes a clear mismanagement of the tender process where tenders were awarded to companies whose bids were not responsive," Malala said.
One of the contracts in question was the installation of a hospital management information system, which was awarded to Velocity Partners Ltd despite the company not meeting the threshold.
However, the committee did not directly link Governor Waiguru to the tender crimes, and she was subsequently acquitted from impeachment.
Malala has called on the Directorate of Criminal Investigations (DCI) and the Ethics and Anticorruption Commission (EACC) to investigate the allegations, and has directed Kirinyaga County employees Pauline Kamau and Gichira Wayne to step aside for investigations.
