On June 25, 2020, Nairobi County Assembly Majority Leader Charles Thuo announced a special sitting to be held by June 30 to pass the 2020/2021 budget, worth Sh36.3 billion.

The decision came after a dramatic morning on Thursday, June 25, when a group of almost 50 MCAs chose to spend the night in the assembly building, fearing they would be blocked from entering in the morning.

According to Thuo, the MCAs who sympathized with Nairobi Governor Mike Sonko's plight wanted to disrupt the budget process due to the significant allocation given to the Nairobi Metropolitan Services (NMS).

NMS, created by President Uhuru Kenyatta, was allocated Sh27.6 billion in the budget, while the rest of the functions left to Sonko were allocated only Sh9 billion.

Thuo claimed that his predecessor led a team of MCAs to a meeting with Sonko on Wednesday night to plan how to oppose the current budget, with the goal of halving the NMS budget.
