Moses Kuria Leaks BBI Report: Key Changes Revealed

On June 24, 2020, Gatundu South Member of Parliament Moses Kuria revealed that the final Building Bridges Initiative (BBI) report is set to be released next week, containing eleven key changes.

According to Kuria, the report will retain the current 290 constituencies but increase the number of nominated Members of Parliament from 12 to 162 to cater to highly populated areas.

The President will be directly elected by the people and will take charge of internal security, defence, and foreign affairs, with a Deputy President and defined roles.

The position of Prime Minister is set to be reintroduced, voted for by parliament, and will appoint all other Ministers, with two Deputy Prime Ministers.

50% of Ministers will come from parliament, while the rest will be appointed outside parliament.

The First Runner-Up in a Presidential Election will occupy the best office of the Official Leader of the Opposition, with a state-funded shadow cabinet.

The Chief Justice position will undergo changes, no longer being part of the Judicial Service Commission.

Health and Agricultural Ministry functions will be reverted back to the National Government.

IEBC Commissioners will be appointed by political parties.

Nairobi County will be abolished.

Monies to counties will be conditional grants from the National Government to ensure devolved funds are spent for the intended purposes.

Individuals charged with crimes will be unable to vie for public office.
