On June 25, 2020, a tense situation unfolded at the Nairobi County Assembly as about 50 ward representatives reportedly spent the night inside the assembly ahead of the budget passing.

According to Jubilee Majority Leader Charles Thuo, the decision to sleepover was made after receiving information that a section of MCAs would be blocked from entering the assembly.

Thuo, who serves as the Dandora MCA, claimed that they were tipped off about plans to prevent ward reps who support the passing of the Sh36.3 billion proposed budget from entering the assembly.

The proposed budget allocates a significant chunk, Sh27.3 billion, to the Nairobi Metropolitan Services (NMS), while only Sh9 billion is allocated to the Nairobi County.

Thuo alleged that a faction of MCAs, led by the former Majority Leader Abdi Guyo, want the budget for NMS halved.
