On June 25, 2020, the Haji-led BBI Committee completed its final report, which will be handed over to President Uhuru Kenyatta in a week's time.
The report includes several new proposals that will be subject to a plebiscite, sparking concerns among DP Ruto's allies.
One of the proposals, which bars individuals charged with crimes from vying for public office, has raised eyebrows among Ruto's supporters, who fear it could be used against him in 2022.
The report proposes several key changes, including:
- Retaining 290 constituencies
- Increasing nominated MPs from 12 to 162 to address highly populated constituencies
- Directly electing the President, who will oversee Internal Security, Defence, and Foreign Affairs, with a Deputy President defined by the constitution
- Electing a Prime Minister by parliament, who will appoint all other Ministers, with two Deputy Prime Ministers
- 50% of Ministers to come from parliament and the rest appointed outside parliament
- The First Runner-Up in a Presidential Election to occupy the Official Leader of the Opposition, with a state-funded shadow cabinet
- Chief Justice not to be a member of the Judicial Service Commission
- Health and Agriculture functions to revert back to national governments
- IEBC Commissioners to be appointed by political parties
- Nairobi County to be abolished
- Conditional grants from the National Government to counties to ensure devolved funds are spent for intended purposes
- Individuals charged with crimes to be barred from vying for public office
