On June 25, 2020, New York Governor Andrew Cuomo announced a joint travel advisory with New Jersey and Connecticut, requiring travelers from nine states to quarantine for 14 days.
The nine states included in the advisory are Alabama, Arizona, Arkansas, Florida, North Carolina, South Carolina, Texas, Utah, and Washington State.
Travelers to New Jersey and Connecticut would also be required to quarantine, with officials from both states stating that there was no enforcement mechanism in place at the time.
In New York, those violating the quarantine order could face fines of up to $10,000 and be subject to a judicial order and mandatory quarantine.
According to Cuomo, enforcement would be up to each of the three states, with officials not stopping people at state borders to forbid them from entering.
Instead, travelers were being asked to comply with the quarantine once they arrived in the state.
The goal of the advisory, Cuomo said, was to maintain the hard-fought gains made in the region at great economic and human cost.
