On June 16, 2020, the Nandi County Assembly began investigating a Sh218 million World Bank sponsored project in Kapsabet town, sparking questions about the effectiveness of the Kapsabet Municipality Board.
The assembly's committee, chaired by Kipkirui Chepkwony, summoned Committee Executive Member for finance Alfred Lagat to answer questions about the use of Sh41 million in the 2018-19 financial year.
According to Chepkwony, there is no clear breakdown on how the Sh41 million was spent, and the expenditure is not captured in the records.
Lagat claimed that the Sh41 million was spent on capacity building and hiring of more employees, but he could not produce a breakdown report to confirm this.
The committee also accused the board of failing to ensure the project was completed within set timelines and of transferring Sh177 million to a personal account with the knowledge of the county finance department.
When questioned about the project's progress, town manager David Sum stated that development projects were in progress and urged anyone with inquiries to file complaints through the right channels.
