A power struggle is unfolding at Nairobi County Assembly as the new Jubilee leadership, led by Majority Leader Abdi Guyo and Majority Whip Paul Kados, threatens to take over by force.
The new leadership has accused Speaker Beatrice Elachi of blatant impunity and bias, saying she has refused to recognize them despite the party's communication on leadership changes in April and May.
According to Kados, the party's Secretary General Raphael Tuju had made it clear that the leadership changes were final, warning of disciplinary action on the Speaker and any other member opposed to the changes.
However, Elachi has argued that a party SG has no role in communicating to the speaker a decision to effect changes in the party's House leadership, citing Standing Order 20 (8) of the assembly.
On June 11, 2020, Kados wrote to Elachi, stating that the party had dispensed with the matter and that they would proceed to take up their roles as mandated by the Jubilee Party.
Elachi has also faulted the reinstatement of Guyo, pointing out that having a suspended member as Majority Leader would lead to paralysis of assembly business.
However, the new leadership has hit back, saying that the purported suspension had been stopped by the Court.
