Uganda's President Museveni Urges Citizens to Police Themselves Amid COVID-19

On June 11, 2020, President Museveni addressed Ugandan lawmakers during the budget reading, emphasizing the importance of self-policing in the face of the COVID-19 pandemic.

With 679 confirmed cases in Uganda, the president urged citizens to adhere to preventive measures without relying on the police to enforce them.

“We cannot go on begging people to live. That we call police to enforce [COVID-19 preventive measures]! Call police for what! All of us should enforce this on ourselves without having to bother the police,” he said.

President Museveni also highlighted the need for vigilance among local leaders, citing instances of infected individuals in Elegu, Amuria, and Rakai.

“Obulwade tebulina magulu ) the virus does not move on its own), but is transported (by people),” Mr Museveni added.

He further noted that the economic growth rate would have been at least six percent per annum had it not been for the COVID-19 pandemic, which has slowed growth to 3.1 percent in the current financial year.

On security, President Museveni stated that Uganda is stable, with a budget allocation of Shs4.4 trillion for the financial year 2020/2021.

Regarding corruption, he reiterated his commitment to cleaning up the government, citing the example of the Uganda Revenue Authority (URA), which he claimed has been cleaned up.
