In its notice, the Society emphasized adherence to Rule 5 of the Advocates Senior Counsel Conferment and Privileges Rules, 2011. The Committee includes representatives from leading legal bodies and carries the responsibility of evaluating applications before making official recommendations to President William Ruto.

By December 3, the Committee had considered all applications under Rules 7 and 10 of the 2011 regulations, revised in 2017. After rigorous vetting, the panel recommended several distinguished lawyers for the honour.
