Knowledge about Private matters can be misused in a country where Impunity is the order of the day. It  can now be confirmed that NIS has become a local political tool and the big boys have deviated from their mandate . Are the poor Kenyans watching ?

Hacking Team has always defended their business by saying that they have great oversight . That has not been the case.  The fact that NIS wanted the help of this team with a Budget of 97 Million . So where is this money coming from . Let me delve in .

On Sunday May 5th 2013, Business Daily Africa Reported : The spy agency, the National Intelligence Service, will once again spend billions of shillings without telling the taxpayer, even in the broadest terms possible, how the money will be used. Expenditure estimates that the Treasury submitted to Parliament last Thursday shows that the agency, whose budget doubled in the past five years, has been allocated Sh13.98 billion for the next financial year, but there is no indication as to what portion of the money will go to recurrent or development activities. Next year’s allocation is Sh500 million more than the current year’s. The agency has not disaggregated its budget, choosing instead to paste the same line throughout its one-and-a-half page presentation to Parliament. There is no indication of the number of employees nor the purpose for the allocations, making it difficult to establish how much the spies are paid or the bureaucratic and asset structure of the agency. Then the Daily Nation Reported A senior National Intelligence Service official on a covert mission in the Netherlands was arrested and deported to Kenya after he attempted to meet an ICC witness last week. The officer, a Principal Intelligence Officer, had accompanied two other spies on the assignment when he left his colleagues and started tracing the witness based at The Hague. Sources told the Nation that the witness was being closely monitored by the International Criminal Court security team, and that the Kenyan officer had been placed on security watch immediately after he arrived in that country.
