County workers in at least 21 counties are facing delayed salaries because of budget approval disputes and compliance requirements involving the Controller of Budget.

Some employees have gone for up to two months without pay, affecting school fees, rent, loan repayments and household expenses.

Counties cited include Bomet, Baringo, Bungoma, Homa Bay, Isiolo, Kitui, Kisii, Kericho, Kwale, Laikipia, Lamu, Meru, Nakuru, Nairobi, Siaya, Tharaka Nithi, Taita Taveta, Tana River, Turkana, Trans Nzoia and Vihiga.

Controller of Budget Margaret Nyakang’o has warned counties to submit proper budget documents and comply with statutory procedures before money can be released.

The delays have exposed how administrative failures can directly disrupt payroll and county service delivery.
