OCS Talaam Paid Technician Sh3,000 to Delete CCTV Footage After Ojwang’s Death

A shocking confession has exposed how Nairobi Central Police Station’s Officer Commanding Station (OCS) Samson Talaam allegedly paid a CCTV technician Sh3,000 to tamper with surveillance footage just days after the death of high school teacher and social media influencer Albert Ojwang in custody.

This revelation comes amid growing public pressure for accountability and adds to the suspicion that Ojwang’s death was not an accident but a well-coordinated crime protected by powerful officers inside the police force.

The technician’s testimony, now in the hands of investigators, could be the key to unraveling the full truth behind Ojwang’s final hours.

OCS Talaam Linked to CCTV Tampering Scheme

The technician, who was arrested on June 13 during a sting operation in Saika, told detectives from the Directorate of Criminal Investigations (DCI) that he received a call on June 8 at exactly 6:22 a.m. from an officer at Central Police Station.

He was instructed to report immediately and taken straight to the OCS’s office, where the Digital Video Recorder (DVR) system was located.

According to his statement, OCS Talaam and another officer gave him clear instructions: delete the CCTV footage from June 6 and June 7—the days when Ojwang was detained and later found dead.

The technician says he objected, explaining that individual deletion was not possible. “I told them footage can’t be deleted selectively. The only way is to format the entire hard drive, which wipes all data and resets the system,” he told investigators.

That didn’t stop the officers. The very next morning, on June 9 at 6:28 a.m., the technician was summoned again. This time, he was told to bring a fresh hard drive and instructed not to wear any uniform or reflective vest, clearly to avoid suspicion.

But when he got to the station, the DVR had already been opened. Internal tampering had begun. “I was told to come back later,” he added.

Investigations have confirmed that this same technician had installed 25 CCTV cameras across the station in 2024, covering critical areas such as the cells, corridors, report desk, and parking lot.

The deliberate interference with the surveillance system has raised serious questions over the integrity of the officers and the command structure of the station.

DCI and IPOA Confirm OCS Talaam is a Prime Suspect

DCI Director Mohammed Amin, addressing the Senate on June 11, declared that OCS Talaam is the primary suspect in the ongoing investigation into Ojwang’s death. “The claim that Albert banged his head on a wall is the narrative pushed from Central Police Station. It should be taken with a pinch of salt,” Amin warned.

The Independent Policing Oversight Authority (IPOA) has since arrested Talaam and confirmed that the Internal Affairs Unit (IAU) handed him over for further interrogation.

IPOA Commissioner Boniface Samati told the press that more witnesses, including detainees who were in the cells that night, had been interviewed. “We are building a case. We’re not ruling anyone out. More suspects may be arrested,” Samati stated.

IPOA has already collected blood samples, secured the DVRs, and forwarded critical forensic materials to the government chemist for analysis. The body aims to reconstruct the exact timeline leading to Ojwang’s death while in police custody.

So far, three people have been arrested in connection with the attempted CCTV cover-up: OCS Talaam, Police Constable James Mukhwana, and the technician who confessed to being paid for the deletion job.

Mukhwana was on duty the night Ojwang was booked into the station—reportedly in perfect health. By the time Ojwang was being taken to Mbagathi Hospital, he was in critical condition and later declared dead. IPOA believes Mukhwana has key knowledge about what happened inside the cells.

Growing Demand for Justice After Ojwang’s Death

Albert Ojwang was not just a teacher—he was a vibrant young man with a growing presence on social media. His sudden death while under police custody has angered Kenyans, who are now demanding a full and transparent investigation.

The revelation that top-ranking officers may have paid to erase CCTV evidence has only strengthened suspicions that this was no mere accident. It is now clear that the events surrounding Ojwang’s detention were manipulated and that the surveillance system—which should have served justice—was used to hide the truth.

Director Amin further revealed that Ojwang was never officially booked when he first arrived at the station, another red flag. He said a report desk officer called the OCS about Ojwang, but Talaam declined to book him, suggesting knowledge and intent to avoid official documentation.

“This is not normal protocol. It shows there was something to hide,” Amin added.

As investigations continue, Kenyans are closely watching whether justice will be done or whether another life will be swept under the carpet by a system that too often protects its own.
